Ernest Victor's wife, Mary, donated land in the mid-1800s so that a church could be built in Elkader. Although the foundation was laid, no church was built there until 1894 when Reverend B. Y. Childs, a missionary, came to the town. It was he who organised a group of people, including Mary Carter, to make plans for the new church.
The First Congregational Church was completed in 1897 and the following additions made over the years:
- A pipe organ was added in 1898
- A church bell was added in 1909.
